What does "fair" really mean in golf course architecture?

Welcome to the final weekend of July. I'm not sure how it's the final weekend of July, yet here we are. Stave off the Summer Scaries with a little fair police chatter.

Your Weekly Question

Shotgun Start listeners will know this, but Scottie Scheffler mentions the words "fair" and "unfair" a lot when describing golf courses. It's almost to the point where I wonder if his opinion of a course is the main predictive factor of his success. He thought Royal Portrush was very "fair," for instance. Obviously many people feel very different than Scottie, myself included, and we rarely consider whether a course is unfair or fair when evaluating a golf course.

So my question to you, what would you define as a "fair" golf course vs. a "quirky" golf course? Is there a balance to be struck or is any level of quirk acceptable?

Golf was a big part of my upbringing as I grew up with a PGA Professional as a dad. I went to the course with him in the morning, helped out in the pro shop, caddied, and ultimately played golf in college before helping out in the early days of Fried Egg.
